Loophole Allowed Planned Parenthood to Build Abortion Clinic With Taxpayer-Funded Municipal Bonds

Construction on Planned Parenthood abortion facilities in at least four states was subsidized by taxpayers, according to an investigation by federal pro-life lawmakers.

The Washington Times reports U.S. Rep. Robert Pittenger, R-North Carolina, found a loophole that allows abortion groups like Planned Parenthood to receive tax-free municipal bonds for construction of their abortion clinics.

“We’re utilizing the federal government to facilitate the development of these abortion clinics through the involvement of the American taxpayer, and they don’t want that,” Pittenger said.

The pro-life congressman said he plans to introduce legislation this week to close the loophole and stop the government from supporting the construction of abortion facilities.

Complete data are unavailable, but congressional investigators and pro-life groups say Planned Parenthood clinics in Illinois, Florida and in the Upper Midwest used bonds issued by local authorities and backed by the federal tax exemption to fund construction. A clinic in Massachusetts also may have been funded by bonds issued from the state’s economic development agency. …

Tax-exempt municipal bonds are issued by states and localities and are generally used for public works projects such as roads, schools, bridges and hospitals. Interest payments are tax-exempt and deemed secure, which make them attractive for investors — meaning lower interest rates.

That ends up saving money for those involved in the project, particularly when it’s a sports stadium or, in this case, an abortion clinic.

The abortion chain also received two “abortion bonds” to help build its headquarters in New York, according to the report. Planned Parenthood’s public financial audit shows two tax-exempt bonds for its headquarters, including a $30 million loan in 2012 from the Public Finance Authority revenue board in Wisconsin, the report states.

“The intent is to close a loophole in the tax code that allows for them to finance their clinics,” Pittinger said.

Jennifer Popik, director of federal legislation at National Right to Life, said Planned Parenthood receives taxpayer dollars and other forms of support through numerous government streams, and Pittenger’s legislation would help cut off one avenue of support.

“This is a good small step here,” Popik told the Times. “This isn’t defunding Planned Parenthood, this isn’t defunding large abortion providers, but this is one thing we can show we’re moving in a positive direction.”

Planned Parenthood is the largest abortion business in America, aborting more than 300,000 unborn babies annually, according to its annual reports. It also receives approximately half a billion taxpayer dollars each year, largely through Medicaid.

The abortion group’s own reports show its focus is not on women’s health care but on abortions. Non-abortion services have been dropping steadily at Planned Parenthood in the past decade, but its abortion numbers remain high.

Planned Parenthood could continue to receive tax dollars if it stops its abortion practices and starts focusing on legitimate health care, but it has refused to do so.

GOP Tax Plan Recognizes Unborn Children are Human Beings From Conception

The GOP tax plan, unveiled today, allows expectant parents to contribute to their unborn baby’s 529 college savings account.

“Nothing shall prevent an unborn child from being treated as a designated beneficiary,” the plan says. It defines an unborn child as a “child in utero” which “means a member of the species homo sapiens, at any stage of development, who is carried in the womb.”

Abortion advocacy groups, including NARAL and Planned Parenthood, denounced the language in the tax reform bill.

NARAL’s Kaylie Hanson Long responded to the language saying, “the GOP’s relentless obsession with advancing its dangerous anti-choice ideology knows no boundaries and no common sense. Inserting ‘personhood’ language into their tax bill is just the latest example of how they’re trying to turn back the clock on this country.”

Long did not further explain how allowing parents to save for their unborn baby’s college would “turn back the clock” on the country.

Dana Singiser, Vice President of Public Policy and Government Affairs with the Planned Parenthood Action Fund, seemed to think the language in the bill would restrict abortion in some way.

“It is absurd that House Republican leaders would use a tax bill to try to advance their relentless agenda to undermine access to safe, legal abortion,” she said. “Denying women access to safe, legal abortion is wildly out of touch with the majority of Americans. Politicians in Washington, DC have no place inserting themselves in decisions about women’s health and lives, not on this bill and not on any bill.”

Pro-life advocates, including March for Life president Jeanne Mancini, praised the language.

“House Ways and Means Chairman Kevin Brady (R-Texas) deserves praise for including language in this tax bill that recognizes the personhood of unborn children by allowing expectant parents to contribute to their child’s 529 education savings account in the year prior to birth,” she said. “A child in the womb is just as human as you or I yet, until now, the U.S. tax code has failed to acknowledge the unborn child – all while granting tax breaks for those seeking an abortion under the pretense of ‘healthcare’. The proposed tax plan is a huge leap forward for an antiquated tax code, and we hope this is the first step in expanding the child tax credit to include unborn children as well.”

Mallory Quigley, communications director for the Susan B. Anthony List called the language, “a small increment in the momentum that we’re building to ensure that one day every child is welcomed and protected under the law,”.

“We hope that it stays in the House bill and that it stays in anything the Senate puts out,” she said.

Largest 40 Days for Life Campaign Ends With 492 Babies Saved From Abortion

The largest 40 Days for Life campaign so far has ended – and here’s a huge thank you for helping save so many lives!

Reports are still coming in … but local 40 Days for Life leaders tell us that as of now, they’re aware of 492 mothers in 375 locations around the world who have rejected abortion and chosen life for their babies!

In many cases, all it took was the simple act of showing up to pray on the sidewalk.

Greensboro, North Carolina

“One day we were praying, just praying – not counseling, but just praying,” said Salvador in Greensboro.

As they prayed, they saw a young woman drive into the abortion center’s parking lot. But a few minutes she parked right in front of the 40 Days for Life vigil participants and got out of her car.

“She told me she needed prayers,” Salvador said. “I asked if she was there for an abortion and she said ‘yes,’ so we stared praying with her.”

After they prayed, the volunteers talked with her about pregnancy resources in the Greensboro area. “I gave her a brochure,” Salvador said, “and she left!”

Winnipeg, Manitoba

While Maria was praying at the 40 Days for Life vigil in Winnipeg, she was approached by a smiling woman.

“She said she was against abortion,” Maria said, “but her daughter was in the hospital for an abortion referral. Her daughter had gotten pregnant while in a relationship with an abusive, drug-addicted man.”

Maria asked the mother about adoption, and she replied that she was prepared to raise the child herself. “I assured her of our prayers and she went inside.”

A short time later, the woman came out to tell the volunteers she was bringing her daughter home. The younger woman was rethinking the situation. “The mom was smiling widely,” Maria said. “Praise the Lord!”
